Question about racial modifier at character creation.

Hi, I'm new around here and I'm creating my first 4E character, a tiefling hexblade from the Heroes of the forgotten kingdoms.
I have a question about how to read the racial modifier bonus.
It says at page 270:
Ability Scores: +2 Charisma; +2 Constitution or +2 Intelligence

What does the semicolon means here ?
Can I add +2 to Charisma and then add +2 to Constitution ?

That's right:

You get +2 Charisma

Then you get either +2 Constitution or +2 Intelligence

Yes. When you are new, it is really not as intuitive as we all think i guess!
