Question about scrolls?

I'm the party wizard and thus have scribe scroll, the party cleric wants to make some scrolls, if I pay the xps I can make the scroll correct? If the scroll is Cure Light Wounds and I have a level of Bard can I use it if my Char is at least 11? Or does the divine/arcane designation trump spell list?

DMG p.178 under the "prerequisites" heading:

It is possible for more than one charcter to cooperate in the creation of an item, with each participant providing one or more of the prerequisites. In some cases, cooperation may even be necessary, such as if one character knows some of the spells necessary to creat an item and another character knows the rest.

As to your second question.....

DMG p.203 first column:

To have any chance of activating a scrollspell the charcter must meet the following requirements: *The spell must be of the correct type(arcane or divine)...

It looks to me like not only do you have to have the spell on your class list but it must also be the right flavor.

Of course you could always use the "use magic device" skill to cast the spells off of divine scrolls.
