Question about the Mnemonic Staff

It does specify a "power in your spellbook". Encounter attack powers are not in your spellbook, only daily attack and utility powers.

Many utility powers are encounter powers, such as Shield, and those are still prepared from your spellbook. Imagine a wizard that had prepared Shield as his level 2 utility power, used it duing a few fights, then using the mnemonic staff to swap it for Sleep. Even if you don't allow utilities to be swapped for attack powers, it would still be 100% legal to swap the Shield for a level 2 daily utility, like Feather Fall, even though you had already used Shield several times that day.

I guess this wouldn't be that terrible. After all, there are plenty of ways to get extra uses of powers. It's certainly not a game-breaking exploit, though I doubt it's what was intended.

I was specifically responding to Starfox's suggestion that you can swap an encounter attack spell for an daily attack spell. That is clearly forbidden by the Mnemonic Staff, because encounter attack spells are not in your spellbook.

Switching an encounter utility for a daily attack is ambiguous (but probably allowed by RAW).
 


I would rule that swapping a power does not mean you continue to use the "recharge rate" of the original power. For example, if you had a level 2 encounter utility power (like jump) and swapped it for a level 1 daily attack power (like freezing cloud), you would have used the daily attack power and it would be gone. The "encounter" nature of the power you swapped out does not suddenly come back; it was swapped.

And honestly, this staff is even more powerful than I thought since as-written it allows you to swap a utility for a daily attack power. That's a huge jump in power.

I'm not sure I understand your question: you could not have used "jump" in my example if you wanted to swap it for "freezing cloud" (at least for the current encounter).
