Thanks from me also. Is there any chance you have a copy of the CC agreement still (particularly anything that would indicate it's still in force now, so many years later)?

Correct. No expiration date. Even if it did expire, the stuff on the site isn't and won't be OGC (unless WotC decided to go back and make them open). It was basically an agreement that said we could throw the stuff on the CC site, and nowhere else.
