I think that STR then int then cha also works quite well depending on powers taken. There is a Chr build and and Int build as I recall.

The warlord depends on Strength for attack & damage rolls with his powers. Int or Cha typically govern the strength of a power's side-effects. So a typical warlord power might look like
Attack Roll: STR vs AC
Effect on Hit: 2[w]+STR and one ally shifts (INT mod) squares.

So without Strength, you can't hit and don't get much use out of your Int & Cha.

Hitting is important. All of the warlord's attack rolls are based on Strength, so you'll typically want that as your highest attribute. Then choose either Charisma (if you want to be good at healing, granting saves, etc.) or Intelligence (focusing more on movement and bonuses to attack rolls). Look over the powers to see what you might want. If you can do without any powers keyed off the other attribute, you can pretty much dump that stat.

Many of the powers that grant Int or Cha based bonuses only do so if you chose the appropriate Presence option at level 1. It's entirely possible to do a warlord with only two attributes, but Str is always one of them.

"We're more of the Charisma, Strength, and Intelligence school. Well, we can do you Strength and Charisma without the Intelligence, and we can do you Strength and Intelligence without the Charisma, and we can do you all three concurrent or consecutive. But we can't give you Charisma and Intelligence without the Strength. Strength is compulsory. They're all Strength, you see."
