Questions concerning the Howler

My questions concern the quill attacks of the Howler.

First, who exactly is attacked by these quills? Are they only directed against the target that the Holwer is biting at, or is it anyone next to the Howler.

Second, if a Howler has a readied-action to bite the first foe in range, does the Howler also get the quill attacks, as they seem like they are just part of the bite attack ("While biting, the creature thrashes about, striking with 1d4 of them").

Try not to pay too much attention to the fluff text in the description. Take a look at the stats block:

Attacks: Bite +10 melee, 1d4 quills +5 melee

1. The attacks stats block indicates that the quills may be directed at any targets within its reach. Of course, if a target is hit by a quill, he gets a Reflex save to avoid damage.

2. You can only ready partial actions. You can only make one attack with a partial action. If you have multiple attacks, either through high BAB or natural weapons, you always need to use the full-attack action to attack with all of them.
