If I were DMing a game and the OP's question came up in relation to something besides a dancing weapon I'd probably rule that a character can draw as many weapons in a round as his/her iterative attacks allow. In other words, if you could draw and throw a series of daggers, that's how many times you could draw a weapon.
Then again, just to argue with myself, how many daggers or other weapons could you possibly carry? 12 if they're small. More if you're strong and they're larger weapons, but they wouldn't be all at-the-ready. You're limited by logistics as to how many weapons you could have ready to be drawn out of their sheaths, and with some work you could set them up so that you drop them all at once. I know I've seen someone use throwing blades so fast, from a prepared bandolier, that he could easily yank out and throw more than 10 in six seconds, using both hands.
So hey, maybe it should just be limited to how many weapons are ready to be drawn. You'd definitely have to decide that and run it past the DM to ensure that you aren't asking to have a battleaxe strapped to every available surface of your body.
