Absolutely.

While doing so, however, the quarterstaff only gets 1x the monk's Strength bonus, as opposed to 1.5x.

He may strike with either end, however, without receiving the TWF penalties.

Using only Core Rules, a quarterstaff is the only two-handed weapon a monk can Flurry with.

(Well, unless you consider a Huge Nunchaku to be a special monk weapon for a Medium Monk.)

There's also debate as to what Power Attack modifier a monk flurrying with a quarterstaff applies to damage.

Yes, but since he's flurrying, the only possible benefit he would gain is to his power attack. Specifically he doesn't get the 1.5xstrength bonus to damage, because flurry says that he only applies his normal strength bonus to all attacks in the flurry.

As hyp points out, it's not certain that his power attack is improved however.
