Tempest fighters would need to stay in light armor or chain to get the most out of their class features, meaning that getting a dex of 16 or so will serve you well. Many of the powers that seem tailored for that build also seem to key off of dex, so i would go so far as to prioritize that over wisdom.
Tempest seems like a fun build for a tomb raider type, too, but in the end it matters most what is fun for you to play. Have you looked at the available powers? Which ones work well with which build? What do you anticipate your role in combat will be?
