Anyway, you can get two from Two-Weapon Fighting. At 4th-level, it's hard to get access to Haste. Even a Potion of Haste (if such a thing exists) would take up quite a chunk of wealth. But that requires more than one weapon.
If you only have one weapon, maybe you could use Combat Reflexes, and hope to get multiple AoOs (maybe use a spiked chain?), or use Cleave (your sneak attacks have a decent chance of killing an opponent in one blow at such low levels), but the latter takes up too many feat slots for a 4th-level rogue. (Cleave only gives you one extra attack.)
Rapid Shot could give you two attacks with a single weapon. You don't qualify for Manyshot or Whirlwind Attack. I don't know if you can can combine Rapid Shot with Haste or anything else.

I know how to do it, I was just sort of starting a rules game. It was not a ranged weapon either and I was facing only one opponent so combat reflexes wont work.

Combat reflexes would work, actually, since all your opponent has to do is something stupid like attack unarmed. Movement and/or other opponents not required.
The easiest way, then is two-weapon fighting with a double weapon and your opponent provoking an attack of opportunity, perhaps by standing up from prone or trying a combat maneuver like disarm or trip. You don't even need combat reflexes.
Of course you will come in in the next post and change the parameters of your question, so I'm done with this.
