Racial ability mods "Fix", Adding player choice

Here's my newest idea:

Dragonborn: +2 STR, +2 CON or WIS*
Dwarf: +2 CON, +2 STR or WIS
Eladrin: +2 DEX, +2 INT or CHA
Elf: +2 DEX, +2 STR or WIS
Half-Elf: +2 CHA, +2 any other
Halfling: +2 DEX, +2 INT or CHA+
Human: +2 to any one stat (and at-will power can be chosen from any class with same power source)
Tiefling: +2 CHA, +2 STR or INT#
Warforged: +2 CON, +2 STR or INT


*For my setting, I'm playing up the "noble savage" concept for dragonborn. They're going to take the place of most human barbarian tribes, thus I think Wisdom (perception and survival and the like) makes more sense. I really don't know why they've been given a bonus to CHA anyway -- unless it's a purely mechanical thing to make them be the best paladin race. :p

+The poster above asked why not Con instead of Int for halflings. I want the halflings in my world to be intelligent tricksters. Their bodies are small and somewhat frail. Con just doesn't make as much sense to me.

#I know that tieflings have traditionally had good Dex but because of the new fluff, I've been thinking that a possible Str boost would be good (they've been granted devilishly superhuman strength ...). Plus it makes them good as warlords.
