I'm not sure I can think of a game system that does have any stats for railway engines. I'm sure there are situations where you'd need something beyond speed, but I'm kind of hard pressed to think of one.

Odd when you consider how many wild/weird west and steampunk games are out there.

But again, what stats would you normally need for them? I mean, I don't mean to be contrary, but unlike vehicles which are going to be used in chase scenes and the like (and while a train could be part of a chase, all you really need for that is its speed at most), its unlikely to typically be a, from lack of another term, combatant, and that's what about 90% or more of vehicles specs are usually for (the other part is things like turning and manuevering in chases which are largely irrelevant for something on a fixed track).

You are quite right regarding most games, including a scenario I wrote for a game system which involved a long train journey. That said, I was aiming at some completeness. Certainly, the ability to take damage is a factor; especially for engines used as mobile artillery platforms in some war zones.

You could use the material tables for HP/SOAK and existing vehicle statblocks to improvise your own statblock; I also don't remember any system with train stats.
