Raizing Strike

I've got a character in Living Greyhawk who's looking to pick up Raizing Strike, from Complete Adventurer, in the not so distant future, and I've got a couple of, probably very easy questions on it.

It'd be much easier if the book was in front of me, but it's not, so the wording may be a little off.

Firstly, the prerequisites in the summary say you need to be able to cast 3rd level spells. But in the feat description, it lists it as Caster level 5th, which is very different (A Bard taking the feat strike me as an obvious example). Am I right in thinking that the description overrides the summary?

Secondly, even if the requirement is able to cast 3rd level spells, does being able to cast 0 3rd level spells count? My character will be a Rog7/Temple Raider of Olidimarra 5, with a Wis 13, so will be able to cast 0 + Wisdom bonus (again, 0) 3rd-level spells, I'm hoping this is enough!

You are.

I'd say no. In the explanation of what a 0 means, doesn't it say something about characters only casting spells of that level if they have bonus spells.

Except he has a Wisdom bonus, and therefore can cast 3rd-level spells. He wouldn't meet the prereqs if he had "--" 3rd-level spells (or a Wisdom of less than 16).

His Wis is less than 16 (it's 13 according to the original post).

No bonus third level spells, which means no third level spells total, which means he can't cast 3rd level spells IMO.

Please be aware that it's spelled "Raising Strike". You hit them so hard that they go beyond -10 hit points, loop around, and start from the top again.

And it can, of course, be distinguished from Raisin Strike, which is where you hit them so hard they shrivel up and turn into a raisin.

Oops. Agreed.

For some reason, I read that 13 as +3. Don't as why.
