Range attack while on warhorse

Situation: a fighter with a longbow on a warhorse. Can he have the horse make a normal move and still get a full attack action with the longbow? I was under the impression he could, but this was questioned in a recent game.

Also, if he does get full attack action when does this take place? I assume at the end of the warhorse's single movement.

TIA for any clarifications.

it's in the PH, pg 138

the mount's movement counts for your own only in melee combat ("Essentially, you have to wait until the mount gets to your enemy before attacking...")

you can take full-attack actions with ranged weapons, the penalties are based on how fast the mount is moving (-4 on a double-move; -8 on a run)

...and you make the attack roll(s) after the mount has completed half it's movement

The problem is not the warhorse's movement, but the longbow itself. It is too unwieldy to be used mounted by the fighter, so he actually gets no attacks. He must use a composite longbow to get any attacks (PH, page 101).
 



Actually, composite bows are shorter than longbows made of single material. So the statement in PHB, which says you cannot use longbow but can use composite longbow on the mount, is quite reasonable.

Also, AFAIK, in some supplement, Japanese Daikyu has same stats as composite bow. More precisely, Daikyu is compound bow rather than to be composite bow. But anyway, it is longer than human's hight (more than 7ft.) but because of it's asymmetric shape, can be used on horseback.

That is what I figured.
You mention the penalties are based on how fast the mount is moving, but it does not mention any penalty for a single move (not double or run). I am led to believe there is not penalty in this instance.
The best example of this that I have found it is Sword & Fist - Combat example #1: mounted combat. In one round Druga's horse moves 25 ft and then Druga uses full attack with no obvious penalties for the horse move action.

My mistake for not clarifying "composite" longbow.

They're either in OA or Rokugan d20. They can also be used prone.
