Ranger Prime Shot

It could be simply both have it since their ranged strikers. The Ranger simply didn't have it since it is under Class Features: Which also lists Fighting Style, Prime Shot and Hunter's Quarry.

So it simply could be that, that particular Ranger selected Hunter's Quarry not one of the others.

My guess is that Prime Shot was moved from warlock to ranger. Fighting Style is probably a choice between ranged or two-bladed fighting. Hunter's Quarry seems iconic in 4e and is probably available to every ranger.

If the half-elf poached Prime Shot, that is a great racial ability. Especially since the half-elf also poached an at-will and made it an encounter power.

I posted on this in the thread earlier, I would swear I did, but can't see my comment now. Anyway, Mearls stated in the racial excerpt or multiclass excerpt that half-elves come with built-in multiclassing at first level. Using at-wills as encounter powers is one of the features of multiclassing.

All this put together, it seems pretty clear that the half-elf warlock is using Prime Shot as a multiclass feature.
