Re-balancing wizard at-wills

I believe the no conjuration was a very intentional thing and we see summoners show up in Primal Power. I agree Stone to Mud is useful from time ot time, but again, it suffers from highly situational and not being something directly associable with combat. Stone to Acid on the other hand....

Some thoughts on the OP....

I agree with your magic missle concept but I would change it as such

Magic Missle - change it to an attack that can target one, two, or three people. If he targets 3 people each takes 1d4+int. If he targets 2 then one take 2d4+int and one takes 1d4+int. If he targets one person then the target takes 3d4+int. It still counts as a ranged basic but when used as a ranged basic it must only target one person. As for the wizard daily that lets you cast as a minor that would make it much better but I don't think terrible broken.

I agree with that scorching burst needs a rider affect but push isn't a lot of fun. How about this...

Scorching Burst - up the damage to a d10, but whoever is hit by this power can drop prone to halve the damage taken

I'd reword storm pillar cause it can be turned to cheese really quick...

Storm Pillar - change to be more like the Druid power Flame seed. One guy gets hit and then creates a damage zone. I'd change it a little from the wording of Flame Seed and make it as such.
Range 10, Target one creature, Int vs Ref, Hit: 1d6 lightning dmg and a zone of lightning is created in the squares adj to the target that lasts until the end of your next turn. If any enemy enters or starts it's turn in the zone they take lightning damage equal to your Int modifier. (You do not add implement enhancement to the secondary dmg since there is no dmg roll) Enemies can take this damage for every square they enter.

I agree winged horde needs a nerf. Either target everything and lower dmg or make it a single target spell.

Ray of Frost needs some love so either make the slow into immobilized or make it slow and can't charge.

Cloud of Daggers should go with either Dex or Con for secondary dmg but you should be able to target 2 people.

The rest of the at wills seem fine.

I like what you did but I would tweak it as such.

Personally I think 3d4+int is too much damage for magic missile. I think the Invoker power that has 3 targets is pure cheese.

What about:
Target one or two people. One target = 2d4+int damage. Two targets = 1d4+int damage each. It can be used as a ranged basic but then it can only have one target.

Alternatly, because I like the three target idea, but I think it is too powerful:

Magic Missile Wizard Attack 1
You launch a silvery bolt of force at an enemy.
At-Will ✦ Arcane, Force, Implement
Standard Action Ranged 10
Target: One, two or three creature within 3 squares of each other
Attack: Intelligence vs. Reflex
Hit: 1d4 + Intelligence modifier force damage. If you only have one target, increase the damage to 2d4 + Intelligence modifier.
Increase damage to 2d4 + Intelligence modifier at 21st level or 4d4 vs a single target.
Special: This power counts as a ranged basic attack. When a power allows you to make a ranged basic attack, you can
use this power. As a ranged basic attack you can only have one target.

That is maybe a bit over the top in utility for Wizard at-will power, but it shouldn't be too unbalancing.

"Within 3 squares of each other" is intended to mean you can hit all the x's here:

Seriously though, I had an "epiphany" about Scorching Burst and the issue of newer and shinier at-will for wizards that diminsh its value. Try this on for size:

Scorching Burst
Range: Area burst 1 within 10 OR Close burst 1

a.k.a. dropping the fire around you! This would make for a great melee deterrent, albeit at the same (or worse) level of party unfriendliness. This could be easily incorporated into updates and is also fitting for the theme of the attack and the versatile nature of the wizard. The question remains - is it too powerful?

Otherwise I liked the idea of increased damage and the option of halving it by dropping prone, great control? Maybe it's too prone for abuse, though? /pun intended :s
