Readied charge?

A fair point. If that's the case, I'd put that exception to the general rule in the description for Zombies.

Generally I don't like exceptions. But I'd rather deal with these two exceptions (one for zombies and one for surprise rounds) than the confusing, fine-pointed legalese we have now.

How about if you're staggered?

The evil wizard's lightning bolt dropped you to exactly zero hit points. If you move up to him and do nothing else, he'll magic missile you next round, and it's a TPK. But you can't take a full round action, so the only way you can hit him is with a restricted charge (which will drop you to -1, but if you can take the wizard out, it'll save the world!)...

Legal by the rules as written, but not by your general rule.

This, to my eye, falls into the same category as a slow spell. It doesn't make any sense for a slow or disabled character to be able to charge more readily in many situations than a character with haste.

Which is precisely why I'd rather have people be able to always charge as standard actions, and to just cut down on some of the "UBER CHARGE BONUS!!!!" cheese that exists.

But does it make sense for a disabled character to be able to charge on his normal turn in the initiative order, assuming he doesn't travel further than his speed?
