really general question about Sneak Attack

What are the prerequisites for dead eye shot and how does it work exactly? You can just sneak attack anyone within 30 feet that is engaging someone else?

It requires BAB +4, PBS, Precise Shot, and sneak attack or skirmish. Feat lets you choose an enemy to ready a ranged attack against if it is struck by an ally in melee. When/if that occurs, you catch the foe flatfooted. So, a decent way for a ranged rogue to guarantee one SA/round. Of course, all that readying means lots of delayed turns, so over the course of several uses you may also effectively lose a turn
 

Your rogue can take adaptable flanker (PHB2) and wield a spiked chain to flank by himself (by standing adjacent to a foe and designating the opposite square).

Flanking by yourself is not an option; the text in the PHB refers to drawing a line between two characters, and the glossary describes flanking as being on the other side of a character being threatened by another character. Drawing a line between one character in two places won't meet the requirements.

More on mobility

This is a bit of a tangent, but a great way to improve your mobility is to take a level of sorcerer (if you have a reasonable charisma (at least 11)) and use expeditious retreat liberally. You can REALLY motor around the battlefield with an extra 30' of movement per round; my halfling rogue would never have any fun at all without it.
 

The main problem of using Expeditious Retreat is casting time. You often does not have time to spend a round for this spell. So, Swift Expeditious Retreat (Spell Compendium) is another good option. You can use this spell by taking either a level of Sorcerer or Duskblade (PHB II). I prefer Duskblade for this purpose as you can ignore light armor for spellcasting and can have better BAB, Saves & hit points.

Taking a level of cleric with Celerity domain (see Complete Divine or Spell Compendium) is another good option. This domain gives you unnamed bonus of +10 to your land speed (always active) and also give you expeditious retreat as a domain spell. As this is an unnamed bonus, it stacks with any other speed bonuses from items, spells & class features.
