Reinforced Armor Rules, where?

Can someone tell where the rules for reinforced armor are?

I don't think I've ever heard of reinforced armor in D&D. Closest I can think of right away might be the fortified magical attribute in the DMG that reduces critical hits.

What is reinforced armor supposed to do that is different from normal armor?

Isn't reinforcement what Psions call their variant of the fortification enchantment?

Actually, I think he's talking about something like double-chainmail or thicker-than-normal-plate or something like that.

there's the add-ons for OA ... but they're only for padded, leather or chain shirt.
