No, he didn't; he was charged 98,000 gp, while a +6 headband should cost 36,000. (And +8 is not possible under current rules; it's a minor artifact at the moment. But wait until the Epic-Level Book comes out. Mathematically, though, it should be worth 64,000 gp but, since it's a minor artifact, there is no "correct" price for it other than "a fortune or two." )
