Isn't Fly maneuverability for a Swarm rather... well, weird, since the swarm is shapeable anyway?

I'm voting for Perfect, just to avoid all the headaches...

(Besides, it seems like most diminutive flying critters have Perfect maneuverability anyways...)

Bat swarm (good)
Wasp swarm (average)
Locust swarm (poor)

Perfect. Because the flight is probably magical in origin anyway (gears and widgets do not, normally, fly, not unless you gave each piece tiny little wings).
