Not if you use the epic update on WotC's site. DP and TT still follow epic progressions, capping at 20 and then giving + 1/2 EAB per level.

Does it say you lose your epic attack bonus when transformed?
 

Your attack bonus becomes that of a fighter of your character level. I don't remember if it specified that you lost you EAB and gained an exact duplicate of it (since all classes' EABs are equal) or if it just resets your BAB up to 20th.

Yeat Another Reason not to allow "Range: Personal" spells to be made into magic items.

Would you rather a 11th level cleric with a Bead of Karma and an Orange Ioun Stone have the BAB of a 16th level fighter?

But yeah, I agree that personal spells for the most part do not belong in items. It's possible to make it balanced, but simply following those DMG guidelines rarely makes it so. Even WotC admits they're crap in MIC.

Let's not forget the feat Divine Spell Power, and the spell Craft Magic Tattoo! Add 10 onto the caster level.....

Not that such a thing would affect these spells.

They might be balanced for spells, but they are way out of whack as magic items.

More importantly, however, anyone attacking with the weapon does so with a 3/4 BAB (like the Cleric), instead of their own. It's not Divine Power, but it'll give you a nice boost to your attack bonus, allow three attacks later on, rather than two, and it's not likely to cause a massive migraine in your DM when you ask to use it.


Indeed, it is the Skillful magical weapon property on p.144. It applies only to the single melee weapon to which it is been enchanted.
