Although they are thrown weapons, shuriken are treated as ammunition for the purposes of drawing them, crafting masterwork or otherwise special versions of them (see Masterwork Weapons), and what happens to them after they are thrown.

I hadn't looked at the item tables in the DMG, but as Scion pointed out the PHB says shuriken are treated as ammo both regarding costs and expendability. I'm thinking that when they rewrote the DMG, they forgot that they had changed the way shuriken work.

Thanks for all the responses. For the purposes of the robe of stars in my campaign, I'm going to allow them to return at the rate of one per day if not all are used.
