Rogue 2nd level utility an encounter power

At first I raised my eyebrows, then I remembered all those Order of the Stick comics where Elan tumbles like 8 rounds in a row so that he can run in circles around the battlefield. And I remembered that was dumb. And I remembered that rogues get Mobility built in, if they want it.
 

Compared to the Wizard's shift 12 squares daily power, the rogue's shift 3 squares encounter power seems reasonable. So,

At will: Shift 1 square as a move action (anyone can do it)
Encounter: Shift up to 3 squares as a move action (Tumble)
Daily: Shift up to 2 times your base move as a move action (Expeditious Retreat)

Edit: Meant to say seems reasonable for first level.
 

When we saw tumble in the rogue preview it was shift half your movement (which will usually be 3 squares).

So yeah it makes sense that shifting double your movement would be a daily and half your movement would be an encounter.

The swashbuckler in my group tumbles almost any move in combat, which is to say almost every round. Of course, elves are permitted to be Wuxia, IMC. ;)

Yeah, it's the swashbuckler in me speaking. I tumble constantly when I play as one, so I'd rather see it be slightly nerfed and usable at will then how it looks to be now.
 

I think people think this is still 3.5, tumble takes on a different meaning in a world where shifting happens all the time and combat is more dynamic from the start.

One of my players' character is a shadowdancer with the Acrobatic Strike feat from PHB2. He's tumbling almost every round! But, I guess, in 4E there will be a separate power that has an effect similar to that feat, so it will not be necessary to tumble.

This!

I would not be surprised to see a variety of powers that allow you to shift away from a target after engaging them.
