Rogues using scrolls

Right. They switched it from a static DC, variable caster level, to a caster-level-dependent DC.

Caliban and I had this one come up in a thread about a week ago.

How do you square this interpretation with the text from the Rules Compendium (page 87), that states "Using a scroll still has a mishap chance as normal."?
