I often refer to this as "Seizing the initiative", more than a "surprise" round. Essentially, they guy who calls that first shot is automatically at the top of the initiative order, and we run down the list from there.

The difference between that and an actual surprise round is that the guy who throws the first punch doesn't get to act again that round. A small difference, but an important one.
