Rolling for stats. Need some advice

I'm saying it sucks when you're forced to choose between Combat Expertise and co and Combat Reflexes and co since they're both great feats that help out tremendously for someone whose job it is to tank.
Well, we just enjoy different things, I guess. I think having to make hard choices makes the game more interesting and fun; you think it sucks. There's really nothing more to be said.

Say you're playing a Rogue and decide to go with TWF in combat... However, if your Dex is merely 14, you're never going to get Improved Two-Weapon Fighting, even though that is your schtick.
OK, I'm just going to skip pointing out that this is factually incorrect, that I would need a Dex 15 to qualify for TWF in the first place and that by the time I meet the BAB prerequisite for ITWF I can also satisfy the Dex prerequisite by level-bumping my Dex or acquiring a +2 Dex-boosting magic item.

I'm going to skip all that and go right to the heart of the matter: if I can't qualify for TWF (or ITWF, or whatever), I'll pick another feat that I do qualify for and play the character anyway, and I'll have no less fun doing it. I'm sure that is as incomprehensible to some people as it is incomprehensible to me that they can't really enjoy the game unless they have high-end stats, but it's true. It just doesn't bother me to play a sub-optimal character.

Having to choose between buying food or pay the electric bill builds character. Also, it sucks.
In real life, I would agree with you. As part of a game, though, it makes things fun and interesting. That's why they don't give you unlimited money in Monopoly.

However, in Monopoly, you do not get +500 dollars and a mansion for choosing to be a battleship instead of a thimble.

I have no idea what point you're trying to make.

In Monopoly, you start with a certain amount of money. Depending on your luck, you may increase or decrease the amount. At some point, you must decide what to do with your money. You can't always buy everything you want.

In D&D, you start with certain stats. Depending on your luck, you may start with higher or lower stats. At some point, you must decide what feats you're going to have. You can't always have every feat you want.

Now, what D&D concept is the Monopoly token supposed to represent in your metaphor?

I believe Dandu is making fun of the concept that having to make tough choices in a game is fun or "character-building" in this case. To be honest, I somewhat disagree on the fun part.

Part of the possible appeal with that is seeing how well a character can do without having certain abilities available. Actively choosing between two good options and then putting a character in a situation where he'd like to have both can bring out one's resourcefulness. Succeeding in playing a character that is gimped in some way is satisfying.

On the subject of Rogues and TWF, going into Daring Outlaw helps with the BAB issue and also helps with dumping strength for hit. Now if only there was a Ranger/Rogue stacking feat...
