[RoS] Dwarf substitution lvl vs. touch attack

In Races of Stone, the 8th level Dwarf substitution level gives one a +1 AC bonus if in heavy armor. Does that +1 AC bonus apply if one is the target of a touch attack?

It seems that it is open to interpretation.

In case of Heavy Armor Optimization feat in the same book it says "lessen the armor check penalty of the armor by 1 and increase the armor bonus of 1". So the armor bonus of the armor is increased. But in case of Dwarf Fighter's Heavy Armor Expertise ability, it says "he gains a +1 bonus to hic AC". And thus, the nature or the name of the bonus is not specified technically.

If I were a DM, I say it increases the armor's Armor bonus. Thus not effective against touch attacks. But again, it will depend on each DM's interpretation.
 

Does it give a type of bonus? That'll tell you whether or not it applies. Generally, dodge, luck, insight, and deflection bonuses apply to touch attacks.
 

It's an unnamed bonus hence it gives bonuses against touch attacks. I've had this discussion with one of my more "creative" (munchkin) players before and he was right in his interpretation.

if it is a "+1 AC" bonus and nothing else, treat it like the AC bonus from levels in monk.
