In Eberron, this role is usually taken by Experts and Adepts. You then have a nonadventuring cleric, who is trained in the religion's mysteries, can hold services, can do some counseling (in the case of Experts, and to a lesser extent Adepts), and is the iconic "parish priest." In my eyes, going to the Cleric of Pelor or the Cleric of Chauntea would be like going to a Knight Templar or Knight Hospitallar for spiritual guidance; maybe it would net some good, but they're not the best person for the job. It's our view of religious leaders as non-combatants that help us see them as counsellors, but D&D Clerics are combatants first and foremost.
