Scaling psionics

Does using the scaling psionic power rule increase the "effective" level of the power in the same way as metamgic does? I know it doesn't apply for the maximum number of metamagic you can apply to a spell, but for other level depending effects?

For example, putting powers into a crawling tatoo ... could you put a scalled power in to a tatoo?

I am not sure what you mean, but making psionic items with metapsionic feats is covered on p.23 in the PsiHB. And it works essentially as metamagic does.

I'm talking about scaling not metamagic

Scaling psionics is a new rule presented in "If Thoughts Could Kill", which allows you do spend extra power points to add damage dice to a power.

Well, without checking ITCK, I'd say that you should use the rule in PsiHB (p.23, Metapsionic Feats) saying that the "level increases by 1 for every 2 points a metapsionic feat increases a power's cost."
