You're really scraping the bottom of the barrel here- we're offering options, and you're shooting them all down.

Just do what I do- modify what I want from other source material. It's really the only way to get what you want.

Wow, did I miss it, or has nobody mentioned Alternity?

Alternity gives you plenty of choices for tech level, many of which don't include space travel. And the Dark*Matter campaign setting is one of the best examples of a setting book in existance - and it doesn't give humans space flight. :)

Of course, it does have the unfortunate drawback of being out of print. But many FLGS still have copies on the shelves.

And, btw, on Ringworld, the inhabitants are not descendants of australopithecines. In Larry Niven's "Known Space" universe, humans and the inhabitants of the Ringworld are both descendants of the Pak.

IIRC, the Pak "breeder" == homo habilis, although it's been years since i've read a Known Space novel.

I also spent this Saturday playing a session of Tales from the Floating Vagabond. Highly recommended, especially if you liked the Hitchhiker's Guide.
 


Fading Suns

I'll have to second the vote for Fading Suns. The setting really seems to focus on individual worlds, rather than galaxy spanning empires. Most folks in this game just don't have the know-how for hi-tech, much less access. And if you want to strand them in a system for a while, have the local jumpgate shut down for a good while (extended "reset"). Anyhoo, just my .07 cents (adjusted for inflation).
 

I have tried running Fading Suns, Star Wars, Dragonstar and Stardrive (Alternity) even with out using the spaceships. It just did not work for me. That is why have these limits on what I am looking for. Paranonia, I know I can not run. Trust me I know. Ringworld would be to find any way.

Uh, yeah, but the immature form of the Pak were australopithecines. Remember, they ate the root at a certain age and became Pak. The immature form was seeded onto Earth and forgotten by Pak civilization. The immature form on Earth never had access to the root which caused them to become mature Pak, so they evolved on their own. That's why humans from Earth became a different kind of Pak.

EDIT: ACtually, the Pak breeder form (the immature form) was Homo habilis. Link:
