i was thinking this:

Poison (Ex): Contact, Fortitude DC 37, initial damage 1d4 Str and 1d4 Dex, secondary damage 1d6 Con. The save DC is Constitution-based.

+5 studded leather would actually lower his AC. the armor bonus from that armor would be +8, and since the max Dex is +5, that would total to +13.
right now, he has a Dex bonus of +15.

Lets change "studded leather armor" for "bracers of armor" then.

why do you say that?

Well, of course it depends on how high is the damage, but I think that is clear that Con damage is the deadliest of all ability-damage, and this creature seems already powerful enough for a CR 28. I like the con-damage as secondary damage, however.

One thing: Why contact poison for the bite instead of injury as usual?

his spit has the poison, so he can always hock a deadly loogie.

regular bracers of armor could always be summoned with his summoning item. i'm only really considering giving him artifacts or other unique things.

I'm not sure if there is any creature with a similar mechanic, but would a contact poison for a bite mean that you have to check for both a normal attack and a touch attack?

only it it's listed somewhere that the poison would work with a touch attack, right? (he could always drool in his hand before touching someone, i suppose.) i may as well give him a spit ranged touch attack to help clarify that idea.

That should work. There are other creatures that can lick/drool on/spit on their manufactured weapons to utilize their natural poison as well.

any further attempts at naming him, now that he is better fleshed out? one thing that could work would be to take bits of other languages and mix and match to make something unique. some words that could be used to derive parts of a name: lizard/reptile, assassin, poison/poisonous, murder/death/kill, sneaky/stealthy/quick, intimidate,
