If putting more scrolls on a single scroll allowed it to take less time than putting them on mutiples scrolls, then that certainly would be considered a major reason.

No, it indicates that the Sage does not consider the time difference to be a major reason.

The effect of the time requirements on magic item creation varies greatly from campaign to campaign. In some campaigns, getting the 8 hours to cast an Identify or Analyze Dweomer is a major problem. In other campaigns, there is little difference between spending one day or a week on a project.

Considering some of the time requirements for other things in the rules, I could easily see the Sage not considering a difference of a couple days time being important.
