Scrolls and Metamagic?

Can a metamagic feat be applied to a scroll? Can other casters, without said metamagic feat, still use the scroll?

Yes, and yes. But note, that the modified spell level would be used to value the cost of the item (i.e. a scroll maximized magic missile is priced as a scroll of a 4th level spell).

Exactly. So, for instance, you could get a 33% discount off your CL 15 Cone of Cold scroll by making a CL 10 Empowered Fireball scroll (admittedly with lower DC).

Well yes, but presumably the difference in shape isn't too much of a turn off (and actually, the caster could always Energy Substitute Cold into the scroll if he has that feat for no extra cost)
