I wanted to give my hand at monster creation.

Scythe Devil ----- Level 3 Skirmisher

Speed: Fly 6 (hover; altitude 2), Teleport 4

Scythe +8 vs AC; 1d10+3

Scything Schism (Standard, At Will) Ranged 10; +6 vs Ref; 1d6+3.

At your back (Immediate Interrupt, when attacked in melee; encounter). Scythe Devil teleports behind attacking foe and makes a basic attack. Scythe Devil has combat advantage.

Scything Escape (Standard, Encounter) Make two basic attacks, and teleport 3.

I'd be tempted to give these guys sneak attack, just to further make their At Your Back and teleport abilities nastier, but they're mean as it is.

I say definitely give 'em sneak attack. Their Combat Advantage from At Your Back doesn't really count for much (+2 to hit, but meh) without it. And it fits thematically, I think. Also, I think I'd make either at your back (first choice) or scything escape (second choice, as 2d10+6 in a round can really swing the fight in a bad way if it pops up 2 or 3 times in a row) have a recharge of some sort, just to keep players on their toes, but if you think they're already sufficiently nasty, you may want to leave 'em be.

Also, how big are they? You don't have a size listed, so I'm picturing this evil version of Cupid, but with a scythe instead of a bow... and I really doubt that was your intention. :)

Anyway, there's my two cents. Otherwise looks good. I'd be curious to hear a description of these guys, though. Scythe almost always equals cool, in my book.
 

I'm just concerned they might thresh through PCs given their teleporting abilities allowing for massive flank potential. That, and they're all ready annoying. ;)

I agree about the refresh, because they only have four abilities, one ranged one basic, and two that are just encounters. Though if I DID give them combat advantage, then no power gets a refresh.

They're medium. I actually plucked these guys out of the video game (gasp) Ninja Gaiden. They look like spinal columns/shoulders/skulls armed with a large scythe, and float around the battlefield. Incredibly annoying, especially because they are paired with fast, tunneling little monsters. But floating torsos with long blade-arms like some sort of mantis is also functionable.
