Secret Police Classes?

What about Nightsong Enforcer and Nightsong Infiltrator in Complete Adventurer? They sound like they could do your surveillance and infiltrator types. Plus they get bonuses for working as part of a team.

Yeah, so I am looking at having different departments based on separate orders, each represented by a prestige class. I need a surveillance/investigator type, an infiltrator that can both join a group incognito and do breaking and entering/thieving type work, a torturer/interrogator, and a spymaster/administrator. Hmm...

Why don't you just use Chameleons?
 


I am thinking of having a subterranean race that uses psionics, it will be rare, they do not live in the main campaign cities and are going to be more horror-themed.
 


There are some good psionic/rogue prestige classes such as Shadowmind (Complete Adventurer) and Mindspy (Complete Warrior). You may use such classes if you want.

But as long as you use the default rule in 3.5e Psionics Handbook, psionics can be countered by spells and vise versa. So, even if you have psionics in your world, it does not mean that the secret police organization does need some psionic specialists.
 

The secret police belongs to the city of Shosnar, which is ruled by an evil warlock queen who is backed by the Cult of Set. Invocations come cheap there, so no need for psionics. If I use psionics it will be an alien, horrific races unknown to the surface world...
