Yes yes yes. Thank you. This removed a big worry for me.

And this seems encouraging to me: "New monster, 5 mins. High level NPCs in 10 minutes."

I would really like NPCs to be fundamentally different from monsters. Both should be easy to create, but mechanically different.

I hope we can do both on 5E. For sure Wotc won't miss the chance of pleasing both styles.

I think that is definitely the way to go. In fact, though I love customizing NPCs and feeling like they obey the same rules as PCs, having the option of a quick and easy approach when I need it would be a plus. I imagine the reverse is true for people with the opposite preference (being able to customize when they want to is probably a good thing).

I would very much like to know what that 5-10 minutes entails, how much system mastery it requires, et c.

Very, very pleased with this. :)

And for those that want them like PCs, well, all those rules will already be there for PCs. I imagine I would do the odd NPC as a PC, but on the whole I want to be able to do fast stats.

I really like being able to design NPCs the same way I design PCs.
The optimal way would be making NPCs using presets and PCs using the customization of optional rules. Except for reoccuring villains, it doesn't matter if regular orc warriors and city guards have 1 more skill point in this skill or another. Pick race, class, and level, and then fill in the numbers without having to make any more customization choices.

I want: different build up, comparable results (spamming this in all threads).

Not needing magic items is important, playing on the same hp scale is important. Maybe NPCs using the most basic core classes and adding some nice powers will result in great npcs.
