For a race of gearheads, I'd take the Sesheyans from Alternity, with D20 stats in D20 Future, p218. They're size M, but that can be fixed. Besides that, they're multi-eyed winged critters with darkvision who evolved in a low-light environment. As such, they'd make great engineers on a starship since they wouldn't need light to do repair work and they could fly as long as they had an atmosphere, so they'd move quickly.
I actually think the T'sa from Alternity/D20Future would be a better fit. Quick saurian creatures that are much closer to gearheads than the sesheyan. I don't remember whether they actually get statted as medium or small, but they've got that cheerful quirky nature associated with small races.

And as for monstrous races... what about the Umber Hulk?

Make a "race" of self replicating andriods which threw off the yolks of their oppressive masters based on the Warforged... but small, cylindrical, and moves via treads or wheeled leg appendages. Call then the Artue :D

Well, salarians from Mass Effect aren't small, but ...

As written, the T'sa ARE the better race for technos (they're already size S, FWIW).

I just think that a couple of minor changes to the Sesheyans makes them better. Like I said, a small, batlike flying race with darkvision would be almost ideal for engineering. They could go almost anywhere with a minimum of safety and lighting gear, for one.

I did a write up for this race for GURPS.

They were a colony species, each 'individual' was made up of four or five or rarely six or seven individual creatures. Snake like animals that lived in trees, and as a group could swing like monkeys through the canopy. They would attach together at the neck and had small limbs that would tie them up together.

Less then four and they weren't sentient enough to be an 'individual'. Every few years they would gather in large numbers and separate and recombine in different groups, and thus foster a kind of ancestral memory. The old 'individuals' would cease to be and new ones would be formed.

They stood upright on their tails and used their tails like tentacles instead of hands.

Ok after thinking about for a couple of days, I might go a goblinoid with multiple arms and have insect features for the gear-heads. I just did not want to copy and paste and write a new background from an existing published race. Modifying and twisting the to something new and different is what I doing for this race. Also their no elves, dwarves halfings or gnomes or any variant for my setting, its old to cliche very fast.

Still working on the monstrous race. The type of monstrous race I am thinking of is a little bit of both alien and hulking behemoths.
