Yes, you can become a titan. It is disallowing things like THE tarrasque.

More specifically it's disallowing things like Orcus and other named entities. With that spell you change into an average unnamed member of the chosen creatures race.

In theory you could turn into a tarrasque because it has never been stated anywhere that it is 'unique'...it is the only remaining member of it's race but it has never been said that there was only ever one tarrasque.

Out and away from all that I believe that the spell has a HD limit of some form..... not sure at the minute.

Yes, you can turn into a (generic, average) titan. You cannot turn into Chronus, Titan Father of Time, etc.
