As to the intelligence issue, remember that polymorph also states that the target retains their personality and alignment. Which says to me that the lawful good paladin turned T-Rex isn't likely to do anything that would jeopardize his paladinhood, despite arguably not being smart enough to comprehend the intricacies of morality and ethics.
As such, I see polymorphed individuals as have difficulty understanding new information, but like a well trained animal they can generally do things that they know how to do in their normal form. A wizard who turns into a rat to go scouting won't fully comprehend what he's seen until he reverts, but IMO he's not going to get distracted by a piece of cheese and abandon the party (unless perhaps he's a kender). Similarly, a fighter won't necessarily turn tail and run just because an enemy caster turns him into a rabbit.
