I was just curious if other GM's had any insight as to what parts of the campaign are more conducive to having the party go "off the rails" than others. For example; I am considering letting my players wander around a bit exploring the other cities of the Empire durring the opening parts of Book 3, while they try to get the pylon system up and running. Any thoughts on something like that? Maybe that would be a good opportunity for them to make some Red Cadre contacts earlier in the campaign?

Hmmm, good thought. I'm going to have to work more on this one.It will be easier for you, running in Hyboria, to incorporate magic. Think of the Red Cadre as the necessary skeleton to support a more magic-oriented game and go from there.
Yes, I have been very impressed with the ammount of detail that was squeezed into this book, espically considering how much ground it has to cover!The campaign is written to anticipate as many player actions as possible; I insisted on this during the design process. There's a lot of detail provided to support the GM when the PCs go "off the rails;" if there's not a specific adventure to cater to what they want to try, then you should at least have enough support material to fill in the blanks. (That was the design criteria.)
The key thing though is that you WILL need to fill things in.
