Okay, some comments after reading through all this.

Firstly, it's good stuff! Well done! I especially like the way it gives an impression that all these cultures which were once in their own lands have been forced onto this small cluster of islands and *have* to coexist. It must be a real headache for the emperor :) and good call on giving him 20 aristocrat levels, btw.

Now on to my criticisms (which I hope will be constructive).

I have to propose you completely cut the bit about weave (and shadow weave) magic and the bit about void magic. These concepts are highly campaign specific in the way that they work and I'm not sure if they mesh with Shark World (or even ahve a good reason for existing). IT's going to seem very highly derivative if we present this as part of Shark World.

Next, I find it incredibly wierd that the Wuha Islands have such cavalry forces. With a nation primarily made up of islands, the numbers of horses etc are going to be extremely rare and not of much use when you consider the large amounts of land that have to be given over if you want to breed horses. This is impractical in a situation where in fact land surface area is in short supply. Your sky riders on the other hand suit it perfectly, and are far more practical.

On the matter of all the different PrC's I reckon these are fine for the time being but we can probably cut them down to a mere handful of our own homebrew PrC's in the future. Again, it makes Shark World seem less derivative - though at the moment your proposed PrC's work fine, and some fit perfectly.

Anyway, there's some comments after a quick read through of the stuff...
 

The could you help me do this at least cut some things down. First off is the muntaed forces. If you re read it I have done some other sniping at it. On the Prc some will need to go some will be made to fill there place.
