The feat says this:

Benefit: You do not suffer any penalties on attack rolls made with a shield while you are wielding another weapon. Add your shield's shield bonus to attacks and damage rolls made with the shield as if it was an enhancement bonus.

So, if I have a longsword and heavy spiked shield, do I not take the -4/-4 for TWF?

Secondly, if I have a +2 flaming spiked heavy steel shield/+2 heavy steel shield (enhancements separate) with Shield Master, do the bonuses stack? So, if I bash and roll a 15 do I add the shield bonus AND the shield's enhancement? Or do the shield's enhancement and the SM's bonus not stack?

I believe you would still take the -4 on the sword attacks, but not on the shield attacks.

The feat only states the shield itself, not the other weapon. For your second question the feat states:

Add your shield's shield bonus to attacks and damage rolls made with the shield as if it was an enhancement bonus.

It does not count the extra enhancements on the shield. So a +2 Heavy Steel Shield would get +2 to attack and damage rolls, not +4. As to whether weapon enhancements on a shield and the bonus from this feat stack, I believe it does, but I am not 100% sure on this one.
 

Usually two enhancement bonuses would not stack. So the shield bonus, being treated as an enhancement bonus for attack and damage, shouldn't stack with an actual enhancement bonus. Otherwise, I don't know why they'd specify to treat the shield bonus as an enhancement bonus; they could just say to add it to the attack and damage rolls.

But I'd be interested to see if someone from Paizo drops in to clarify.
