Should bad guys stabalize?

Long story short, NPCs should be subject to the exact same rules as the PCs, for good or ill.

That means, NPCs (any NPC) gets the roll to become stable.

It also means that if you restrict your players to certain books, NPCs should also be created with only the rules in those books.

A disparity between the rules that govern PCs and NPCs in favor of the NPCs can create a sense of hopelessness in the players. One that is in favor of the PCs makes things to easy.

Now if you want to fudge a roll behind the screenup to you.

Oh, I can agree that NPCs -should- be subject to the same rules as PCs.

It's another matter, however, if the DM doesn't care about that particular NPC enough to bother. Really, functionally, there's no difference between "The mook bleeds to death in a few rounds" and "The mook stabilizes when he's at -8, eventually recovers, decides to give up the evil underling buisness and goes off to never be heard from again."
