Should rings be able to function for low level characters?

Should 4e have that stupid restriction on rings?

In LotR, there are many magical rings in existence. Gladriel, the Lady of Lothlorien, explains that one cannot use the rings unless they already have some considerable amount of power. If this is also the case in D&D, then it excites me that magical rings will be as wondrous and powerful as they are in the works of Tolkien (with the obvious exception of The One! Haha.)

Yes but here we are not talking about specific magic items, but about an item location. If the item goes around a neck, anyone can use it even if it's uber-powerful; but if around a finger, only 11+ level people can use it even if all it does is change color 1/day.

At that is the real problem.

I would have no objection to items being classed by tier, just as characters are.

So, to use an earlier example, if that 3rd level Paladin were to find a +5 Holy Avenger sword, I would have no problem with the character not being powerful enough to use the item.

My problem is that idea that items are restricted by Slot seems very much like an MMO idea - from World of Warcraft specifically. It seems both arbitrary and pointlessly so.

Except that there were limitations on slots in 3e long before WoW.

By the way, I do realize that restricting an item by tier, is technically just as arbitrary as by slot.

The difference is that retricting by teir would be in place to help a novice GM avoid putting an overly powerful item into his/her campaign.

What is the point of the "by slot" restriction?
