Silent moves and Shadow

can the shadow and/or silent moves magical effects be put on mundane equipment. In other words, a monk and ninja both can't use armor, but can their robes be magically enhanced?

Dunno about robes.. but I know their bracers of armour +X can have all the enchantments that regular magic armour can.

I'd definitely let a set of masterwork clothing count as armor for the purpose of enchanting it, both with armor enhancement bonuses, and additional augmentations such as Shadow and Silent Moves.

Look to the Magic Vestment spell if you need an official precedent.

Bracers of Armor +1 with as much Fortification as you can afford.
