Here ye Here ye, the D&D court is now in session. The honorable DM presiding.

Statement: The normal penalties for attacking with two weapons w/ no Ambidexterity and no Two-weapon fighting are -6 -10.
The the feats apply accordingly.

Question: What are the penalties for attacking with two claw attacks. Do these count as two light weapons?

Any suggestions greatly welcome

Unarmed attacks -- and also natural weapons -- are ALWAYS light weapons.

However, if the monster entry in question lists a single "2 Claws +x" ... then both claws use that exact bonus, at no additional penalty.

IF you are talking about a creature with attacks like Bite/Claw/Claw, then the Bite is at normal BAB and the claws are at -5 from that.

Yes, but remember that you can drop each of these penalties by 2 if your offhand weapon is light, regardless of feats. So a human rogue without Ambidexterity and Two-Weapon Fighting using a rapier and a dagger has penalties of -4 and -8.

A creature's claw would always be considered a light weapon for that creature. However, as others have said, the answer here depends on which creature you are asking about. If it is a monster with a natural attack routine, the normal two weapon fighting rules do not apply.

What are the penalties for fighting with 2 light weapons, w/o Ambidexterity and two-weapon fighting?

pg 125 PHB, all that matters is the off hand weapon is light. The penalties are -4/-8.

For a specific size, aren't claws always 2 sizes smaller than the attacker? For instance, a Huge monster with a claw would be using a Medium weapon.

Or is this completely unfounded?

human fists are two sizes smaller, but no where I've seen does it say it's true for monsters. However, I see no reason why it shouldn't be that way.
