Level Up (A5E) Skill Overlap?

I'm much more inclined to permit skills to be retrained, per the "Relearning" section on page 432: "The time required is 1 week to change a feature gained at 1st-5th level" for class features.

I'm not sure skills count as "class features", because they could come from backgrounds as well. But I see your point

Technically they are not but that is probably the "inclined to permit" part.

There are a few circumstances where you are assigned specific skills rather than choose from a list. If a character gets the same proficiency from two sources without immediate alternative, I'd be okay giving them an Expertise die on it, particularly if they don't as yet have expertise in that proficiency. It seems a natural extension of skill learning through use.
