No.
You have Int 14 character, and at level 6 picks up a +4 Int headband. You wear it until level 10, when it is stolen/dispelled/lost/whatever. Do you lose those 8 skill points?
Headbands of Intelligence specifically do not give skill point bonuses in 3.5e. Ignoring that for a moment (let's say you're playing 3.0), no you don't lose the skill points.
You have a Int 14 character at level 10, and get a +4 Int headband. A game week later you go up a level. Two game days later you lose the headband. Do you keep the 2 skill points?
Again, in 3.5e the Headband doesn't give skill points. In 3.0, IIRC you had to have the Int bonus for most of the previous level to get more skills, so it depends on when you levelled last time. Generally, you would probably not have gotten the skill bonus in the first place after only a week.
You have a character with a +4 int headband who goes up a level, two game days later he gives the headband to another party member, who soon goes up a level, who then passes the headband to the next in line, etc. etc.
No real question, just a scenario

Just to throw more stuff into the mix, how do monster progressions for races with intelligence bonuses factor into this?

Something like a Illithid has a significant amount of Int growth over the X levels of being an Illithid. You clearly don't start with the full intelligence. But on the other hand, if you don't factor in the final intelligence score at the beginning, your final product character has significantly less skill points than an Illithid who started out fully developed. Does that point to giving retroactive skill points, to giving bonus skill points with Int increase due to racial level bonuses, or to just give PC Illithids less skills than NPC ones?
