Makes sense, but is something to watch for if you (like me) have a scent-tracking ranger in your party, or if the supposed bad-guys with hounds mentioned above have scent. If you can get a few hours on them and they're relying on scent, you'll do fine.
You know ... Gnolls have a favored class of ranger. They don't start with the Scent ability, but I don't think it would be a huge stretch to allow a Gnoll character to purchase it as a feat. Sure, the "decay" would be faster but that initial +4 to tracking would be a nice offset to the -10 penalty.
